制(zhi)(zhi)(zhi)(zhi)造(zao)業是實(shi)(shi)體(ti)(ti)經(jing)濟(ji)(ji)(ji)的(de)(de)主體(ti)(ti),是城(cheng)市經(jing)濟(ji)(ji)(ji)發(fa)(fa)展的(de)(de)根基和(he)綜合實(shi)(shi)力(li)的(de)(de)體(ti)(ti)現。深圳(zhen)(zhen)經(jing)濟(ji)(ji)(ji)特區(qu)(qu)建(jian)立(li)40年(nian)來,制(zhi)(zhi)(zhi)(zhi)造(zao)業迅猛發(fa)(fa)展、不(bu)斷壯大,走出了一條獨具特色的(de)(de)新(xin)型(xing)工業化道路。當前,我(wo)市制(zhi)(zhi)(zhi)(zhi)造(zao)業正處于爬(pa)坡過坎(kan)、轉型(xing)發(fa)(fa)展的(de)(de)關鍵時期(qi)。為深入貫(guan)徹習近平總書記出席深圳(zhen)(zhen)經(jing)濟(ji)(ji)(ji)特區(qu)(qu)建(jian)立(li)40周(zhou)年(nian)慶祝大會和(he)視察廣東、深圳(zhen)(zhen)重(zhong)要講話精神、重(zhong)要指示精神和(he)關于制(zhi)(zhi)(zhi)(zhi)造(zao)業高質(zhi)量發(fa)(fa)展的(de)(de)重(zhong)要批(pi)示指示精神,牢牢把握(wo)粵港澳大灣區(qu)(qu)、深圳(zhen)(zhen)先行示范區(qu)(qu)“雙區(qu)(qu)”建(jian)設和(he)實(shi)(shi)施深圳(zhen)(zhen)綜合改革(ge)試點重(zhong)大歷史(shi)機遇(yu),率(lv)先推動制(zhi)(zhi)(zhi)(zhi)造(zao)業質(zhi)量變革(ge)、效率(lv)變革(ge)、動力(li)變革(ge),加快形(xing)成以國(guo)內大循環為主體(ti)(ti)、國(guo)內國(guo)際雙循環相互(hu)促(cu)進(jin)的(de)(de)新(xin)發(fa)(fa)展格局,打造(zao)制(zhi)(zhi)(zhi)(zhi)造(zao)業高質(zhi)量發(fa)(fa)展的(de)(de)深圳(zhen)(zhen)樣本,制(zhi)(zhi)(zhi)(zhi)定以下若干措施。

  一(yi)、提升制造(zao)業(ye)發(fa)展(zhan)能級(ji)

  (一)培(pei)育先進(jin)制(zhi)造業(ye)集群(qun)(qun)。制(zhi)定培(pei)育先進(jin)制(zhi)造業(ye)集群(qun)(qun)實(shi)施方(fang)案,培(pei)育壯大萬(wan)億(yi)(yi)級、千(qian)億(yi)(yi)級先進(jin)制(zhi)造業(ye)集群(qun)(qun),力(li)爭(zheng)到(dao)2025年,電(dian)子信息制(zhi)造業(ye)產(chan)值(zhi)(zhi)突破3萬(wan)億(yi)(yi)元,高端裝備(bei)制(zhi)造業(ye)產(chan)值(zhi)(zhi)接近(jin)1萬(wan)億(yi)(yi)元,在生物醫藥、新材(cai)料、人工智能等(deng)領域培(pei)育千(qian)億(yi)(yi)級產(chan)業(ye)集群(qun)(qun)。發揮集群(qun)(qun)發展促進(jin)機構作用(yong),對參(can)與國(guo)家(jia)先進(jin)制(zhi)造業(ye)集群(qun)(qun)競賽的機構,按國(guo)家(jia)撥(bo)付(fu)資(zi)金最高給(gei)予1∶1配套(tao)資(zi)助。

  (二(er))培育接續發展的(de)企(qi)(qi)業梯隊。實施(shi)“登峰計劃”,力(li)爭到(dao)2025年,年度產(chan)值(zhi)超1000億(yi)元(yuan)的(de)工(gong)業企(qi)(qi)業達到(dao)5家,500—1000億(yi)元(yuan)的(de)達到(dao)5家,100—500億(yi)元(yuan)的(de)達到(dao)40家。對(dui)年度產(chan)值(zhi)首次(ci)達到(dao)1000億(yi)元(yuan)、500億(yi)元(yuan)、100億(yi)元(yuan)的(de)企(qi)(qi)業,分別給(gei)予2000萬(wan)元(yuan)、1000萬(wan)元(yuan)、300萬(wan)元(yuan)的(de)一(yi)次(ci)性獎(jiang)勵。支持企(qi)(qi)業擴產(chan)增(zeng)效,對(dui)年度產(chan)值(zhi)5億(yi)元(yuan)以上且達到(dao)一(yi)定增(zeng)速的(de)工(gong)業企(qi)(qi)業給(gei)予獎(jiang)勵。

  (三)支持(chi)制造業(ye)(ye)(ye)(ye)總部扎根發(fa)展。加(jia)快制造業(ye)(ye)(ye)(ye)總部引進(jin),對將高(gao)端制造、研(yan)發(fa)、采購、結(jie)算等核心業(ye)(ye)(ye)(ye)務(wu)布局深圳的制造業(ye)(ye)(ye)(ye)總部企(qi)業(ye)(ye)(ye)(ye),在(zai)市級重點產業(ye)(ye)(ye)(ye)項目遴選(xuan)中(zhong)優先(xian)解決工(gong)業(ye)(ye)(ye)(ye)用地(di)需求。鼓勵總部企(qi)業(ye)(ye)(ye)(ye)在(zai)自有工(gong)業(ye)(ye)(ye)(ye)用地(di)上建設(she)企(qi)業(ye)(ye)(ye)(ye)總部及(ji)配(pei)套設(she)施。

  (四)積(ji)極引進(jin)制(zhi)(zhi)造業(ye)(ye)(ye)(ye)重(zhong)大項(xiang)目(mu)(mu)。成立(li)由(you)市(shi)主(zhu)要領導擔任(ren)組長,招商部門、產業(ye)(ye)(ye)(ye)部門、政府(fu)投資(zi)基(ji)(ji)金、專業(ye)(ye)(ye)(ye)機構(gou)等組成的制(zhi)(zhi)造業(ye)(ye)(ye)(ye)重(zhong)大項(xiang)目(mu)(mu)引進(jin)工作團隊,制(zhi)(zhi)定實(shi)施年度重(zhong)大項(xiang)目(mu)(mu)引進(jin)計(ji)劃(hua),重(zhong)點引進(jin)產業(ye)(ye)(ye)(ye)鏈龍頭企(qi)業(ye)(ye)(ye)(ye)和(he)關鍵(jian)領域核心企(qi)業(ye)(ye)(ye)(ye)。發揮政府(fu)投資(zi)基(ji)(ji)金引導帶動作用,建(jian)立(li)產業(ye)(ye)(ye)(ye)部門與政府(fu)投資(zi)基(ji)(ji)金聯席會議(yi)機制(zhi)(zhi),定期溝(gou)通年度投資(zi)計(ji)劃(hua)和(he)重(zhong)大投資(zi)項(xiang)目(mu)(mu),提高政府(fu)投資(zi)基(ji)(ji)金對本市(shi)企(qi)業(ye)(ye)(ye)(ye)的投資(zi)比例,積(ji)極利用股權投資(zi)方式吸引項(xiang)目(mu)(mu)落(luo)地。

  (五)推動制造業(ye)(ye)重大項(xiang)(xiang)目(mu)(mu)(mu)落地。強化產(chan)(chan)業(ye)(ye)用(yong)地和項(xiang)(xiang)目(mu)(mu)(mu)落地統(tong)(tong)籌(chou),對重大投(tou)資(zi)(zi)項(xiang)(xiang)目(mu)(mu)(mu)、重點招商項(xiang)(xiang)目(mu)(mu)(mu)、上市公司募資(zi)(zi)項(xiang)(xiang)目(mu)(mu)(mu)的(de)(de)產(chan)(chan)業(ye)(ye)用(yong)地需(xu)求(qiu)(qiu)實行揭榜制,結合產(chan)(chan)業(ye)(ye)布(bu)局規劃,將項(xiang)(xiang)目(mu)(mu)(mu)優先落戶在(zai)能更好滿足企(qi)業(ye)(ye)需(xu)求(qiu)(qiu)的(de)(de)區域(yu)。梳理工(gong)(gong)業(ye)(ye)百強企(qi)業(ye)(ye)增資(zi)(zi)擴產(chan)(chan)項(xiang)(xiang)目(mu)(mu)(mu)用(yong)地用(yong)房(fang)需(xu)求(qiu)(qiu),優先在(zai)所(suo)在(zai)轄(xia)區解決,所(suo)在(zai)轄(xia)區無法解決的(de)(de),產(chan)(chan)業(ye)(ye)部門(men)應及時報(bao)市政府統(tong)(tong)籌(chou)安排。加大對工(gong)(gong)業(ye)(ye)投(tou)資(zi)(zi)項(xiang)(xiang)目(mu)(mu)(mu)的(de)(de)支持力度,對重大工(gong)(gong)業(ye)(ye)投(tou)資(zi)(zi)項(xiang)(xiang)目(mu)(mu)(mu)、上市公司募集(ji)資(zi)(zi)金投(tou)資(zi)(zi)的(de)(de)本地工(gong)(gong)業(ye)(ye)項(xiang)(xiang)目(mu)(mu)(mu),按照不超過項(xiang)(xiang)目(mu)(mu)(mu)固定(ding)資(zi)(zi)產(chan)(chan)實際投(tou)資(zi)(zi)額的(de)(de)20%,給(gei)予最高5000萬元資(zi)(zi)助(zhu)。

  二(er)、推動(dong)制造(zao)業轉(zhuan)型升級

  (六(liu))完善(shan)制造(zao)(zao)業(ye)(ye)(ye)(ye)創(chuang)新(xin)(xin)體系(xi)。布局建設(she)(she)一批(pi)制造(zao)(zao)業(ye)(ye)(ye)(ye)創(chuang)新(xin)(xin)中(zhong)心,發(fa)揮國(guo)家高(gao)(gao)性能醫(yi)療器械創(chuang)新(xin)(xin)中(zhong)心作用,在未來(lai)通信高(gao)(gao)端器件(jian)、超高(gao)(gao)清視頻、智(zhi)能化精密工具等領(ling)域爭創(chuang)國(guo)家級制造(zao)(zao)業(ye)(ye)(ye)(ye)創(chuang)新(xin)(xin)中(zhong)心。對制造(zao)(zao)業(ye)(ye)(ye)(ye)創(chuang)新(xin)(xin)中(zhong)心的平臺建設(she)(she)、技術(shu)研發(fa)、示范應用等項目,按(an)不(bu)超過總投(tou)(tou)資(zi)(zi)的50%,給(gei)予(yu)最高(gao)(gao)5000萬元(yuan)資(zi)(zi)助(zhu)。對已撥付的國(guo)家和省制造(zao)(zao)業(ye)(ye)(ye)(ye)創(chuang)新(xin)(xin)中(zhong)心資(zi)(zi)助(zhu)資(zi)(zi)金,最高(gao)(gao)給(gei)予(yu)1∶1配套資(zi)(zi)助(zhu)。鼓勵工業(ye)(ye)(ye)(ye)企業(ye)(ye)(ye)(ye)設(she)(she)立(li)研發(fa)機構(gou),對經認(ren)定(ding)的市(shi)級企業(ye)(ye)(ye)(ye)技術(shu)中(zhong)心及(ji)其(qi)能力提升項目,分別(bie)按(an)不(bu)超過其(qi)軟(ruan)硬件(jian)設(she)(she)施投(tou)(tou)入(ru)的20%,給(gei)予(yu)最高(gao)(gao)500萬元(yuan)資(zi)(zi)助(zhu)。

  (七)提高(gao)工(gong)業(ye)(ye)(ye)(ye)基(ji)(ji)(ji)礎能(neng)力。緊扣國(guo)(guo)(guo)家重(zhong)大專項(xiang)和(he)我市(shi)產業(ye)(ye)(ye)(ye)鏈需求(qiu),實(shi)(shi)施工(gong)業(ye)(ye)(ye)(ye)強基(ji)(ji)(ji)工(gong)程,對(dui)承擔(dan)市(shi)級工(gong)業(ye)(ye)(ye)(ye)強基(ji)(ji)(ji)項(xiang)目的(de),按(an)不(bu)超(chao)過投(tou)資(zi)額的(de)30%,給予(yu)(yu)最(zui)高(gao)1000萬元資(zi)助;對(dui)承擔(dan)國(guo)(guo)(guo)家工(gong)業(ye)(ye)(ye)(ye)強基(ji)(ji)(ji)項(xiang)目的(de),按(an)國(guo)(guo)(guo)家撥(bo)付資(zi)金(jin)最(zui)高(gao)給予(yu)(yu)1∶1配套資(zi)助。促進(jin)質(zhi)量和(he)品牌“雙(shuang)提升”,對(dui)企業(ye)(ye)(ye)(ye)和(he)第三方服務(wu)機(ji)構開展(zhan)的(de)制造業(ye)(ye)(ye)(ye)產品和(he)服務(wu)質(zhi)量提升、品牌建設推廣等項(xiang)目,按(an)不(bu)超(chao)過項(xiang)目實(shi)(shi)際投(tou)入的(de)30%,給予(yu)(yu)最(zui)高(gao)500萬元資(zi)助。

  (八)以(yi)技術改(gai)造引領智能化(hua)轉型。鼓(gu)勵(li)企業(ye)開展(zhan)技術改(gai)造,將軟(ruan)件、檢測、智能化(hua)集成、研發(fa)外包服務等投入納入支持范圍。對企業(ye)實(shi)(shi)施的技術改(gai)造項(xiang)目實(shi)(shi)行(xing)分檔分類支持,按(an)不超過項(xiang)目投資額的20%,給(gei)(gei)予最(zui)高5000萬(wan)元資助。加(jia)大技術改(gai)造項(xiang)目貼息力(li)度,按(an)不超過固定資產銀行(xing)貸款利息和設備融資租賃利息的50%,給(gei)(gei)予最(zui)高500萬(wan)元貼息,最(zui)長貼息期限(xian)3年。

  (九)以工(gong)(gong)業(ye)(ye)互(hu)(hu)聯(lian)(lian)網(wang)(wang)引領數(shu)字化轉型。加快工(gong)(gong)業(ye)(ye)互(hu)(hu)聯(lian)(lian)網(wang)(wang)基礎設(she)施建(jian)設(she),實施“5G+工(gong)(gong)業(ye)(ye)互(hu)(hu)聯(lian)(lian)網(wang)(wang)”工(gong)(gong)程,完善工(gong)(gong)業(ye)(ye)互(hu)(hu)聯(lian)(lian)網(wang)(wang)標識體系(xi)。支持(chi)(chi)龍(long)頭企(qi)業(ye)(ye)和服務商(shang)建(jian)設(she)工(gong)(gong)業(ye)(ye)互(hu)(hu)聯(lian)(lian)網(wang)(wang)平臺(tai),對(dui)平臺(tai)建(jian)設(she)項目(mu),按不超過投資(zi)額的30%,給予最(zui)高(gao)1000萬(wan)元(yuan)資(zi)助(zhu)。支持(chi)(chi)培育(yu)工(gong)(gong)業(ye)(ye)互(hu)(hu)聯(lian)(lian)網(wang)(wang)服務商(shang),符合條件的最(zui)高(gao)資(zi)助(zhu)100萬(wan)元(yuan)。支持(chi)(chi)工(gong)(gong)業(ye)(ye)互(hu)(hu)聯(lian)(lian)網(wang)(wang)融合創新應用,對(dui)符合條件的項目(mu)最(zui)高(gao)資(zi)助(zhu)300萬(wan)元(yuan)。完善工(gong)(gong)業(ye)(ye)互(hu)(hu)聯(lian)(lian)網(wang)(wang)服務體系(xi),支持(chi)(chi)舉辦(ban)工(gong)(gong)業(ye)(ye)互(hu)(hu)聯(lian)(lian)網(wang)(wang)重(zhong)大(da)活動,打造(zao)工(gong)(gong)業(ye)(ye)互(hu)(hu)聯(lian)(lian)網(wang)(wang)公共服務平臺(tai),對(dui)符合條件的項目(mu)最(zui)高(gao)資(zi)助(zhu)300萬(wan)元(yuan)。

  (十(shi))以能效提升(sheng)引領綠(lv)(lv)(lv)色化(hua)轉型(xing)。支持企(qi)業綠(lv)(lv)(lv)色循環(huan)發展,全(quan)面推進(jin)綠(lv)(lv)(lv)色制造(zao)體系建設,對(dui)(dui)能效提升(sheng)、智慧能源管理、資(zi)源綜合利用(yong)、數據中(zhong)心綠(lv)(lv)(lv)色化(hua)改造(zao)等(deng)項(xiang)目,按不超過投資(zi)額的(de)30%,給予(yu)最高1000萬元資(zi)助。加強示(shi)范引導(dao),對(dui)(dui)獲得(de)國家和省、市(shi)綠(lv)(lv)(lv)色制造(zao)、工(gong)(gong)業節(jie)能、工(gong)(gong)業資(zi)源綜合利用(yong)、清潔生產、綠(lv)(lv)(lv)色數據中(zhong)心等(deng)示(shi)范項(xiang)目和榮譽稱號(hao)的(de)企(qi)業,給予(yu)最高100萬元獎勵。大力(li)發展綠(lv)(lv)(lv)色金(jin)融,對(dui)(dui)工(gong)(gong)業節(jie)能、工(gong)(gong)業轉型(xing)升(sheng)級等(deng)項(xiang)目給予(yu)綠(lv)(lv)(lv)色信貸支持。

  (十(shi)一)加大創新(xin)產品(pin)推廣力度。實施“三首(shou)”工程,編制重(zhong)大技術裝備(bei)首(shou)臺(套)、新(xin)材料(liao)首(shou)批次、軟件首(shou)版(ban)次推廣應用(yong)指導目錄,按一定(ding)期限內產品(pin)實際銷售總額給予研制單(dan)位不(bu)超(chao)過30%,最高1000萬元獎勵。編制創新(xin)產品(pin)目錄,制定(ding)政府(fu)首(shou)購訂購實施辦法。

  三、打造具(ju)有國(guo)際競爭力的(de)產業鏈供應(ying)鏈

  (十(shi)二)發揮鏈(lian)主(zhu)(zhu)企(qi)(qi)業(ye)(ye)領航作用(yong)(yong)(yong)。將(jiang)系統(tong)集成(cheng)能力(li)強(qiang)、市場占有(you)率高、產業(ye)(ye)鏈(lian)拉動作用(yong)(yong)(yong)大、年產值不少于100億元的(de)制(zhi)造業(ye)(ye)企(qi)(qi)業(ye)(ye)作為(wei)鏈(lian)主(zhu)(zhu)企(qi)(qi)業(ye)(ye)重點支持(chi)。支持(chi)將(jiang)較大面積(ji)的(de)連片土地出讓(rang)給鏈(lian)主(zhu)(zhu)企(qi)(qi)業(ye)(ye),鼓勵其對(dui)產業(ye)(ye)空間(jian)進(jin)行統(tong)一(yi)規劃管理,在保持(chi)用(yong)(yong)(yong)地性質、用(yong)(yong)(yong)途不變的(de)前提下,允許(xu)其將(jiang)一(yi)定比例的(de)自有(you)建設用(yong)(yong)(yong)地使用(yong)(yong)(yong)權(quan)及建筑物轉讓(rang)給核心(xin)配套(tao)企(qi)(qi)業(ye)(ye)。支持(chi)鏈(lian)主(zhu)(zhu)企(qi)(qi)業(ye)(ye)主(zhu)(zhu)導(dao)或參與國(guo)際、“一(yi)帶一(yi)路”區域、國(guo)家、行業(ye)(ye)標準的(de)制(zhi)定和(he)修訂。

  (十三)提升(sheng)企業(ye)專業(ye)化能力(li)。實施(shi)“獨角(jiao)獸(shou)(shou)”企業(ye)培育(yu)計劃,支持(chi)“獨角(jiao)獸(shou)(shou)”企業(ye)做(zuo)大做(zuo)強(qiang)。建(jian)立“單項(xiang)冠軍(jun)”企業(ye)培育(yu)庫,對(dui)獲得國家“單項(xiang)冠軍(jun)”示范企業(ye)和(he)“單項(xiang)冠軍(jun)”產品稱號的(de)(de),分別給予300萬(wan)元(yuan)(yuan)(yuan)和(he)200萬(wan)元(yuan)(yuan)(yuan)的(de)(de)一(yi)(yi)次性獎勵(li)(li);對(dui)獲得市級“單項(xiang)冠軍(jun)企業(ye)”和(he)“單項(xiang)冠軍(jun)產品”稱號的(de)(de),分別給予200萬(wan)元(yuan)(yuan)(yuan)和(he)100萬(wan)元(yuan)(yuan)(yuan)的(de)(de)一(yi)(yi)次性獎勵(li)(li);對(dui)國家專精(jing)特新(xin)“小巨人”企業(ye),給予最(zui)高(gao)50萬(wan)元(yuan)(yuan)(yuan)獎勵(li)(li);對(dui)省專精(jing)特新(xin)企業(ye),給予最(zui)高(gao)20萬(wan)元(yuan)(yuan)(yuan)獎勵(li)(li)。

  (十四(si))構建融(rong)(rong)通(tong)發(fa)展的(de)產(chan)業(ye)(ye)(ye)(ye)(ye)生態。促(cu)進大中(zhong)小企(qi)(qi)(qi)業(ye)(ye)(ye)(ye)(ye)融(rong)(rong)通(tong)發(fa)展,鼓勵(li)(li)鏈(lian)(lian)主企(qi)(qi)(qi)業(ye)(ye)(ye)(ye)(ye)聯合(he)中(zhong)小企(qi)(qi)(qi)業(ye)(ye)(ye)(ye)(ye)建設制造業(ye)(ye)(ye)(ye)(ye)創新中(zhong)心,建立風險共擔、利益共享(xiang)的(de)協(xie)同(tong)創新機制。提升(sheng)(sheng)供應鏈(lian)(lian)企(qi)(qi)(qi)業(ye)(ye)(ye)(ye)(ye)服務制造業(ye)(ye)(ye)(ye)(ye)能力(li),對(dui)供應鏈(lian)(lian)服務智(zhi)能化升(sheng)(sheng)級改造項(xiang)(xiang)目,按(an)不超過項(xiang)(xiang)目投入的(de)20%,給(gei)(gei)予最(zui)高500萬(wan)元資助(zhu)。鼓勵(li)(li)供應鏈(lian)(lian)企(qi)(qi)(qi)業(ye)(ye)(ye)(ye)(ye)為產(chan)業(ye)(ye)(ye)(ye)(ye)鏈(lian)(lian)上下游(you)(you)企(qi)(qi)(qi)業(ye)(ye)(ye)(ye)(ye)提供質量管理、追溯服務、金(jin)融(rong)(rong)服務、研發(fa)設計、采(cai)購(gou)分銷(xiao)等拓(tuo)展服務,對(dui)供應鏈(lian)(lian)企(qi)(qi)(qi)業(ye)(ye)(ye)(ye)(ye)的(de)經(jing)營性貸款利息(xi)按(an)不超過30%,給(gei)(gei)予最(zui)高300萬(wan)元貼息(xi)。擴大人民銀行“商票通(tong)”業(ye)(ye)(ye)(ye)(ye)務規模(mo),鼓勵(li)(li)鏈(lian)(lian)主企(qi)(qi)(qi)業(ye)(ye)(ye)(ye)(ye)對(dui)上下游(you)(you)企(qi)(qi)(qi)業(ye)(ye)(ye)(ye)(ye)以商業(ye)(ye)(ye)(ye)(ye)票據方式結(jie)算(suan)。鼓勵(li)(li)鏈(lian)(lian)主企(qi)(qi)(qi)業(ye)(ye)(ye)(ye)(ye)與(yu)中(zhong)小企(qi)(qi)(qi)業(ye)(ye)(ye)(ye)(ye)組成(cheng)聯合(he)體參(can)加政(zheng)府采(cai)購(gou),符合(he)條件的(de)給(gei)(gei)予2%-3%比例的(de)價(jia)格扣除。

  (十(shi)五)全力提升產業(ye)鏈(lian)(lian)(lian)(lian)服務(wu)。深入推進產業(ye)鏈(lian)(lian)(lian)(lian)補鏈(lian)(lian)(lian)(lian)、強鏈(lian)(lian)(lian)(lian)、延鏈(lian)(lian)(lian)(lian)、控鏈(lian)(lian)(lian)(lian)、穩鏈(lian)(lian)(lian)(lian)工(gong)作,依托重點(dian)產業(ye)鏈(lian)(lian)(lian)(lian)“鏈(lian)(lian)(lian)(lian)長制”工(gong)作機制,梳理重點(dian)產業(ye)鏈(lian)(lian)(lian)(lian),實施“一鏈(lian)(lian)(lian)(lian)一圖”“一鏈(lian)(lian)(lian)(lian)一制”“一鏈(lian)(lian)(lian)(lian)一策”“全鏈(lian)(lian)(lian)(lian)聯網”。制定產業(ye)鏈(lian)(lian)(lian)(lian)關鍵卡點(dian)攻關項(xiang)目(mu)清單(dan),經(jing)市政府審定后對清單(dan)項(xiang)目(mu)給予重點(dian)支持。加(jia)強鏈(lian)(lian)(lian)(lian)式服務(wu),對鏈(lian)(lian)(lian)(lian)主企(qi)業(ye)和核心配(pei)套企(qi)業(ye)建立常態化服務(wu)機制。

  (十六)建(jian)(jian)(jian)設產業(ye)發展(zhan)大平臺(tai)。加快建(jian)(jian)(jian)設為制造業(ye)創新發展(zhan)提供(gong)質量(liang)可靠性試(shi)驗(yan)驗(yan)證、標準驗(yan)證與檢測、計量(liang)檢測、認證認可等基礎支撐的公(gong)共(gong)服(fu)(fu)(fu)務平臺(tai),對符(fu)合條件的平臺(tai),按照不(bu)超(chao)過投資額的30%,給(gei)予最高1000萬元資助。探索建(jian)(jian)(jian)設制造業(ye)通(tong)用型重(zhong)大發展(zhan)平臺(tai)。深度盤活我市現有公(gong)共(gong)技術服(fu)(fu)(fu)務平臺(tai)存量(liang)資源(yuan),建(jian)(jian)(jian)立公(gong)共(gong)技術服(fu)(fu)(fu)務平臺(tai)聯(lian)席會(hui)議(yi)機制,構建(jian)(jian)(jian)一站式公(gong)共(gong)技術服(fu)(fu)(fu)務互聯(lian)云平臺(tai)以及若干線下服(fu)(fu)(fu)務節點(dian),建(jian)(jian)(jian)立平臺(tai)建(jian)(jian)(jian)設、服(fu)(fu)(fu)務效果合同式考(kao)核評價及財(cai)政投入退(tui)出(chu)機制,提升平臺(tai)開放共(gong)享水平。培育(yu)一批具有國際影響力的品(pin)牌展(zhan)會(hui),將(jiang)中國電子信息(xi)博覽會(hui)、國際工業(ye)設計大展(zhan)等打(da)造為世界級(ji)制造業(ye)展(zhan)會(hui)平臺(tai)。

  (十七)支持(chi)企(qi)(qi)業(ye)開拓市(shi)場(chang)。推(tui)進內貿(mao)外貿(mao)、線上線下(xia)一體化,鞏固提升(sheng)深(shen)圳制造市(shi)場(chang)份額。推(tui)動出口(kou)產品(pin)轉(zhuan)內銷,加快轉(zhuan)內銷市(shi)場(chang)準入,大力發展“同線同標(biao)同質(zhi)”產品(pin),組織商(shang)業(ye)企(qi)(qi)業(ye)與外貿(mao)企(qi)(qi)業(ye)開展訂單直(zhi)采,鼓勵(li)電商(shang)平(ping)臺設(she)立出口(kou)產品(pin)專區。更好發揮出口(kou)信用保險作用,推(tui)進跨(kua)境電商(shang)平(ping)臺和海外倉建設(she),支持(chi)企(qi)(qi)業(ye)拓展國際(ji)市(shi)場(chang)。

  四、大力降低資源要素成本(ben)

  (十八)降(jiang)低(di)企(qi)業融資(zi)(zi)成(cheng)本。探索設(she)立市(shi)屬征信(xin)服(fu)(fu)務公司,建設(she)企(qi)業征信(xin)服(fu)(fu)務平(ping)臺。對企(qi)業征信(xin)服(fu)(fu)務平(ping)臺評分良(liang)好的企(qi)業,政府性融資(zi)(zi)擔(dan)保(bao)機構為(wei)其銀(yin)行信(xin)用(yong)貸(dai)款(kuan)提供擔(dan)保(bao),收(shou)取的擔(dan)保(bao)費(fei)平(ping)均費(fei)率不(bu)高于1%。發(fa)揮(hui)創(chuang)業創(chuang)新金融服(fu)(fu)務平(ping)臺作用(yong),提升(sheng)銀(yin)企(qi)對接效率和貸(dai)款(kuan)發(fa)放(fang)效率。鼓勵企(qi)業通(tong)過多層次資(zi)(zi)本市(shi)場上市(shi)融資(zi)(zi)。

  (十九)穩定(ding)工(gong)(gong)(gong)業(ye)(ye)(ye)(ye)用房價(jia)格(ge)。支持各區通過(guo)新建(jian)、購買和統租(zu)等(deng)方式籌建(jian)工(gong)(gong)(gong)業(ye)(ye)(ye)(ye)保(bao)障(zhang)房;符合條件的(de)中小微企業(ye)(ye)(ye)(ye)可以(yi)(yi)申請以(yi)(yi)低價(jia)租(zu)賃工(gong)(gong)(gong)業(ye)(ye)(ye)(ye)保(bao)障(zhang)房;年(nian)產值1億元以(yi)(yi)上(shang)且無自有工(gong)(gong)(gong)業(ye)(ye)(ye)(ye)用地的(de)制造(zao)業(ye)(ye)(ye)(ye)企業(ye)(ye)(ye)(ye),可按“成(cheng)本+微利”價(jia)受讓一定(ding)面(mian)積的(de)工(gong)(gong)(gong)業(ye)(ye)(ye)(ye)保(bao)障(zhang)房;工(gong)(gong)(gong)業(ye)(ye)(ye)(ye)保(bao)障(zhang)房不(bu)(bu)得(de)轉租(zu)轉讓。制定(ding)工(gong)(gong)(gong)業(ye)(ye)(ye)(ye)用房租(zu)金(jin)指導(dao)價(jia)格(ge),具有國資背景的(de)工(gong)(gong)(gong)業(ye)(ye)(ye)(ye)用房租(zu)金(jin)標(biao)準不(bu)(bu)得(de)高(gao)于(yu)同期工(gong)(gong)(gong)業(ye)(ye)(ye)(ye)用房租(zu)金(jin)指導(dao)價(jia)格(ge)。逐步(bu)實施(shi)工(gong)(gong)(gong)業(ye)(ye)(ye)(ye)用房租(zu)賃合同網上(shang)簽約制度,除承租(zu)人主(zhu)動要求(qiu)或(huo)工(gong)(gong)(gong)業(ye)(ye)(ye)(ye)用房所在地塊已納入城(cheng)市更(geng)新范圍的(de),租(zu)賃期限原(yuan)則(ze)上(shang)不(bu)(bu)得(de)少于(yu)3年(nian)。

  (二十)穩定用(yong)工(gong)成本。規(gui)范整頓人力資(zi)源市(shi)場,取締不合理(li)收費,嚴厲打(da)擊(ji)“黑中介”和違法勞務派遣行為。發揮(hui)合規(gui)人力資(zi)源市(shi)場主渠道作用(yong),完善公(gong)共就(jiu)業服務平臺,以市(shi)場化方式合理(li)配置(zhi)勞動力資(zi)源。鼓勵企(qi)業與對口幫扶地區、職(zhi)業院(yuan)校(xiao)建立定向培養(yang)、訂單用(yong)工(gong)機制。

  (二十一(yi))控制用能成本。優化企業獲得水電氣營商(shang)環境,壓減報裝接(jie)入流程(cheng),對具備改(gai)造為“一(yi)戶一(yi)表(biao)”條件(jian)的用戶,加快實現直(zhi)接(jie)供(gong)(gong)水、供(gong)(gong)電、供(gong)(gong)氣。規范能源收費,依法(fa)查(cha)處(chu)轉供(gong)(gong)違規加價行為。

  五、加強制造(zao)業空(kong)間保障(zhang)

  (二(er)十二(er))加強工(gong)業(ye)(ye)(ye)(ye)(ye)(ye)用(yong)(yong)地(di)保障。整(zheng)(zheng)備(bei)改造(zao)100平方(fang)(fang)公里產(chan)業(ye)(ye)(ye)(ye)(ye)(ye)空間,將(jiang)成片連片、亟(ji)需(xu)改造(zao)實現產(chan)業(ye)(ye)(ye)(ye)(ye)(ye)轉型升(sheng)級的空間,全部納(na)入(ru)土地(di)整(zheng)(zheng)備(bei)或(huo)連片改造(zao)范圍(wei)。保留提(ti)(ti)升(sheng)100平方(fang)(fang)公里工(gong)業(ye)(ye)(ye)(ye)(ye)(ye)區(qu),對劃定(ding)(ding)范圍(wei)進行(xing)長期(qi)(qi)鎖(suo)定(ding)(ding)并開展環境(jing)提(ti)(ti)升(sheng),穩定(ding)(ding)產(chan)業(ye)(ye)(ye)(ye)(ye)(ye)發展預期(qi)(qi)。加強工(gong)業(ye)(ye)(ye)(ye)(ye)(ye)用(yong)(yong)地(di)全過(guo)程管理,強化產(chan)業(ye)(ye)(ye)(ye)(ye)(ye)發展監管協(xie)議(yi)履約核查,及時追究(jiu)違約責任(ren),嚴厲處(chu)置通過(guo)股權轉讓等方(fang)(fang)式變相炒(chao)賣產(chan)業(ye)(ye)(ye)(ye)(ye)(ye)用(yong)(yong)地(di)的行(xing)為。在保持工(gong)業(ye)(ye)(ye)(ye)(ye)(ye)用(yong)(yong)地(di)性(xing)質(zhi)、用(yong)(yong)途不變的前(qian)提(ti)(ti)下(xia),針對建成投產(chan)已滿一(yi)定(ding)(ding)年限的工(gong)業(ye)(ye)(ye)(ye)(ye)(ye)用(yong)(yong)地(di),研究(jiu)出(chu)臺轉讓管理規定(ding)(ding),科(ke)學制定(ding)(ding)工(gong)業(ye)(ye)(ye)(ye)(ye)(ye)用(yong)(yong)地(di)轉讓價(jia)格評(ping)估及增(zeng)值收益分成機制,提(ti)(ti)高工(gong)業(ye)(ye)(ye)(ye)(ye)(ye)用(yong)(yong)地(di)流轉效率(lv)。

  (二十(shi)三)整(zheng)(zheng)(zheng)合(he)提升(sheng)工業(ye)(ye)(ye)園(yuan)(yuan)(yuan)(yuan)(yuan)區(qu)。加強工業(ye)(ye)(ye)園(yuan)(yuan)(yuan)(yuan)(yuan)區(qu)統(tong)籌規劃,制(zhi)(zhi)定工業(ye)(ye)(ye)園(yuan)(yuan)(yuan)(yuan)(yuan)區(qu)整(zheng)(zheng)(zheng)合(he)提升(sheng)工作方案,市(shi)、區(qu)共建(jian)一批示范工業(ye)(ye)(ye)園(yuan)(yuan)(yuan)(yuan)(yuan)區(qu),鼓勵將(jiang)原有舊工業(ye)(ye)(ye)園(yuan)(yuan)(yuan)(yuan)(yuan)區(qu)整(zheng)(zheng)(zheng)合(he)提升(sheng)為符(fu)合(he)先進制(zhi)(zhi)造業(ye)(ye)(ye)發(fa)展需(xu)求的現(xian)代化工業(ye)(ye)(ye)園(yuan)(yuan)(yuan)(yuan)(yuan)區(qu)。引(yin)導制(zhi)(zhi)造業(ye)(ye)(ye)企業(ye)(ye)(ye)入園(yuan)(yuan)(yuan)(yuan)(yuan)發(fa)展,推動工業(ye)(ye)(ye)園(yuan)(yuan)(yuan)(yuan)(yuan)區(qu)向功能(neng)完善、空間(jian)優質、集(ji)約高(gao)效、集(ji)中治(zhi)污轉型(xing)。支持制(zhi)(zhi)造業(ye)(ye)(ye)企業(ye)(ye)(ye)對自(zi)有園(yuan)(yuan)(yuan)(yuan)(yuan)區(qu)以加改擴建(jian)生(sheng)產經營性建(jian)筑面積類綜合(he)整(zheng)(zheng)(zheng)治(zhi)或拆除重建(jian)類的“工改M1”方式改造升(sheng)級,各區(qu)結合(he)實際出臺獎勵辦法。

  (二十(shi)四)建立優質企業(ye)(ye)騰(teng)挪安(an)置(zhi)(zhi)機(ji)制(zhi)。對(dui)因城(cheng)市更新等(deng)原因確需搬(ban)遷的(de)規模以上工業(ye)(ye)企業(ye)(ye),所在轄區(qu)應按照“先安(an)置(zhi)(zhi),后搬(ban)遷”的(de)原則(ze)落(luo)實新的(de)發展空間(jian);未妥善安(an)置(zhi)(zhi)的(de),不(bu)予(yu)實施主(zhu)體確認;不(bu)得因企業(ye)(ye)周邊功能變化等(deng)理(li)由(you),強制(zhi)要求企業(ye)(ye)搬(ban)遷。各(ge)區(qu)按需設置(zhi)(zhi)騰(teng)挪安(an)置(zhi)(zhi)區(qu),對(dui)有(you)升(sheng)級改(gai)造廠房需求的(de)企業(ye)(ye)予(yu)以暫時安(an)置(zhi)(zhi)。

  六(liu)、優化企業發展環(huan)境

  (二(er)十五)強化(hua)(hua)制造業(ye)人(ren)(ren)(ren)才支撐(cheng)。加大制造業(ye)“高(gao)(gao)精(jing)(jing)尖缺(que)”人(ren)(ren)(ren)才引進力(li)度,建(jian)(jian)立高(gao)(gao)層(ceng)次(ci)人(ren)(ren)(ren)才市場化(hua)(hua)認定(ding)機制,深(shen)入推進技能人(ren)(ren)(ren)才多元化(hua)(hua)評價改革。加快高(gao)(gao)水平大學(xue)和新(xin)工(gong)(gong)(gong)科(ke)建(jian)(jian)設(she),實(shi)施高(gao)(gao)水平職業(ye)院校和專業(ye)建(jian)(jian)設(she)計劃(hua),動(dong)態調整學(xue)科(ke)專業(ye)設(she)置(zhi),推動(dong)產教深(shen)度融合(he)發展。支持院校、企業(ye)、行業(ye)協(xie)會(hui)等(deng)建(jian)(jian)設(she)公共實(shi)訓(xun)基地(di)、職工(gong)(gong)(gong)培訓(xun)中心、跨企業(ye)培訓(xun)中心、高(gao)(gao)技能人(ren)(ren)(ren)才培訓(xun)基地(di)、技師工(gong)(gong)(gong)作(zuo)站、技能大師工(gong)(gong)(gong)作(zuo)室等(deng)培養(yang)載體。實(shi)施“技能菁英”培養(yang)計劃(hua),開展“鵬城(cheng)工(gong)(gong)(gong)匠(jiang)”評選,大力(li)弘(hong)揚工(gong)(gong)(gong)匠(jiang)精(jing)(jing)神。

  (二(er)十(shi)六)完善企(qi)(qi)業(ye)(ye)服(fu)(fu)(fu)務(wu)(wu)(wu)體系。發揮企(qi)(qi)業(ye)(ye)服(fu)(fu)(fu)務(wu)(wu)(wu)工作(zuo)(zuo)領導小(xiao)組作(zuo)(zuo)用,研究(jiu)解決(jue)企(qi)(qi)業(ye)(ye)服(fu)(fu)(fu)務(wu)(wu)(wu)的重大問題,統籌協調(diao)各區各部門開展企(qi)(qi)業(ye)(ye)服(fu)(fu)(fu)務(wu)(wu)(wu)工作(zuo)(zuo)。組建(jian)企(qi)(qi)業(ye)(ye)服(fu)(fu)(fu)務(wu)(wu)(wu)專(zhuan)員隊伍,落實(shi)“首接負責制”,依托“深i企(qi)(qi)”平(ping)臺(tai)(tai)建(jian)立企(qi)(qi)業(ye)(ye)訴求快速響應機制,打造企(qi)(qi)業(ye)(ye)線上“一站(zhan)式”服(fu)(fu)(fu)務(wu)(wu)(wu)平(ping)臺(tai)(tai)。

  (二十七)實施包(bao)容審(shen)慎監管。規(gui)范行(xing)政(zheng)執(zhi)法(fa)(fa)(fa)行(xing)為,探索(suo)建立(li)行(xing)政(zheng)執(zhi)法(fa)(fa)(fa)輔助人(ren)員管理制(zhi)度,嚴(yan)禁無(wu)執(zhi)法(fa)(fa)(fa)權的機構(gou)和人(ren)員實施執(zhi)法(fa)(fa)(fa)行(xing)為。編制(zhi)不予處罰(fa)、從輕處罰(fa)清單(dan),積極(ji)采取說(shuo)服教育(yu)、勸導(dao)示范、行(xing)政(zheng)指導(dao)等柔性執(zhi)法(fa)(fa)(fa)方式(shi)。完(wan)善失信聯(lian)合(he)懲戒對象納入(ru)標準(zhun)和程序,建立(li)完(wan)善信用修復(fu)機制(zhi)。加快(kuai)推(tui)進“三線一單(dan)”編制(zhi)和落地,建立(li)生(sheng)態(tai)環境分區管控體系,推(tui)進環評(ping)(ping)制(zhi)度改革,在已開展區域空間(jian)生(sheng)態(tai)環境評(ping)(ping)價的區域,對符合(he)條件的建設(she)項目簡化或豁免環評(ping)(ping)。

  (二十(shi)八)加強(qiang)知識(shi)(shi)(shi)產(chan)(chan)權保護。實施最嚴格的知識(shi)(shi)(shi)產(chan)(chan)權保護制度,加快推進知識(shi)(shi)(shi)產(chan)(chan)權領域以信用為基礎的分級分類監管試點工(gong)作。依托中國(深圳)知識(shi)(shi)(shi)產(chan)(chan)權保護中心(xin),構建(jian)一站式知識(shi)(shi)(shi)產(chan)(chan)權協同(tong)保護平(ping)臺,優化(hua)知識(shi)(shi)(shi)產(chan)(chan)權全鏈條快速(su)服務和全流程(cheng)審查(cha)服務。支持行(xing)業協會、產(chan)(chan)業聯盟建(jian)設中小企業知識(shi)(shi)(shi)產(chan)(chan)權保護站。

  本措施(shi)自2021年(nian)3月1日(ri)起施(shi)行,有效期5年(nian)。
